Your question concerning warlords and European assistance in Afghanistan is a bit difficult to be properly answered. I am sure my answer would be somehow confusing for you as no attention has been yet paid to modernize the politics in Afghanistan. Sometimes, it becomes so complicated to be understood easily.
Nobody, who is involved in Afghan politics and leadership, wants to pay attention to a reality that Taliban movement was very welcomed by all people of Afghanistan regardless of language and ethnicity in 96-97. Why people welcomed Taliban at the beginning? Because they were fed up with warlords, NA commanders and anarchism in the country. Taliban started to lose their credibility just after taking over the power.
They have been pushed away but again the opportunity was given to warlords and war criminals to hold power. President Karzai lost two chances one in emergency loya jirga and second after the presidential election to marginalize them.
Warlords hold the real power in the government of Afghanistan. They have high key positions in the government and almost dominate Afghan Parliament. But at the same time they created “National Front” to oppose President Karzai. It means they are the majority in the government and oppose their own government. I am sure it is something funny for you.
Unfortunately, USA and EU do not have a clear strategy to pave the way for a successful transition to peace and prosperity. Afghanistan has almost lost world attention. We pay the cost of doing too little
EU policies are made in reaction to US activities in Afghanistan so it means they do not have a stable and long run strategy and a clear vision. Yes, they have words for you such as democratic and secured Afghanistan but how, they don’t know.
There is not a proper mechanism for coordination even among European countries. Only money cannot help us to get out of these problems. There should be a clear vision and effective long run strategies. Some ordinary Afghans think that Europeans and Americans do not face lack of proper strategies in Afghanistan but they do not want us to live in peace. I have been working with the government, major donors, NATO, UN, EU an etc. I am sure the only problem is lack of proper and effective strategies.
